The E.U.P. Education Advisory Group meeting was called to order at 4:10 p.m. by Vice Chair Jim Feil.

The minutes of the November 25, 2002, Education Advisory Group meeting were approved as submitted following a motion by Julie Truckey and support by Jim Wagner.
It was mentioned that Fred Michels would be attending as the representative of Lake Superior State University in the place of Mel Waissanen. He is considered to be a guest until an appointment is made by the Workforce Development Board.
Jerry Wilson described the Career Initiative Grant Application for 2003-2004. This Grant Application is a combination of the Carl Perkins, Tech Prep, and Career Prep Grants and is due in Lansing by April 30. As this Grant Application requires approval by the Workforce Development Board and the Education Advisory Group, a special meeting date of the EAG was set for April 7. The WDB will meet on April 17 to review the Application. Jerry indicated that there appears to be few changes necessary in completing this Application but has yet to receive the allocations from the State.
Members reviewed the current regional priorities of the Career Prep Plan. These priorities include EDPs, Career Pathways, Career Awareness and Exploration and Career and Employability Skills. It was recommended that the priorities remain the same until they have been successfully implemented. Jim Wagner moved to keep the regional priorities as indicated. Nancy Berkompas supported. Motion passed.
Jerry Wilson asked for direction in calculating the budget of this Plan. He indicated that the Group may want to stay with the established formula as he is still waiting for allocations. He also mentioned that the Group consider including an additional line item for regional training. This line item would allow for these grants to pay for additional training for staff but it would also mean fewer funds to the schools. It was the opinion of many members that less funding for schools could become a hardship. Gwen Worley mentioned that Michigan Works! could provide a portion of the funds for regional training if the training is made available to all three counties. Nancy Berkompas moved to stay with the established formula when allocations are known. Judy Haupt supported. Motion passed.
Julie Truckey of the Sault Area Career Center provided an overview of Perkins Funding Performance Measures. She described their current standings and what is being done to improve in the areas where benchmarks were not met. She indicated that there could be a reduction in funding if the performance ratings do not improve.
Jerry Wilson highlighted a draft of the required 12th grade survey and 10th grade EDP review. The survey and EDP review is required to be distributed to all school districts and a final copy will be distributed at the Secondary Principals Meeting.
The “Educate Yes!” State Accreditation Self-Assessment Survey was reviewed. It was mentioned that due to the Career Prep Program, the school districts are already doing many of eleven indicators required.
It was mentioned that some of the schools have yet to return results of the long-term surveys of school graduates. It is important that the schools submit this data as it is a requirement of the plan. Currently, the surveying has been subcontracted using carry over funds. In the future, schools will have to either fund the subcontractor or provide the funds for continuing the surveys. A discussion followed regarding the importance of these surveys and will also be further discussed at the next meeting.
Gwen Worley highlighted several news articles relating to Career Prep and Career Education.
A discussion regarding the Tech Prep program followed. As these funds have not been completely spent due to the restrictions, it was questioned if the Group would like to continue applying for these funds. The total funds received regionally has been $38,000-$42,000 regionally. Approximately $6,000 had been turned back. As many districts are currently receiving budget cuts, it may not be feasible to turn away the funds. A suggestion was made to opt out for these funds for a year and reapply the following year. This item was tabled until the secondary school principals are asked for direction to determine if the Tech Prep Plan will be included in Career Initiatives Grant Application.
Jerry reminded the Group that action plans from the school districts would be worked on in February with a due date of Mid-March.
It was mentioned that there are 15 people registered for the Governor’s Conference on Career Development on February 3-5.
As there was no old business, the meeting adjourned at 6:00 p.m.
